Government Affairs

Blacktail's founder Abby Moscatel has impacted legislation and government affairs in three states, Ohio, California and Montana. As a fellow for the Ohio Legislative Service Commission, she was responsible for budget analysis and communications. In California, she represented State Farm Insurance in Sacramento, educating legislatures on key insurance matters. Most recently in Montana, Abby has served as the Chief Legal Counsel for the House Speaker.

In early 2021, Abby Moscatel led a grassroots campaign to convince the Lakeside Somers school district to reverse their masking mandate for the school year. The effort caught the attention of local media and ultimately the Superintendent of Public Instruction who later appointed her to the Variance to Standards Review Board.

Led by Abby Moscatel, Blacktail Law Group helped hundreds of Montana residents, including federal employees residing in the state, assert their religious and statutory rights to refuse the Covid-19 vaccine in the workplace. She has also vigorously worked to protect the rights of the unborn by representing various pro-life organizations.
